April 23, 2020 Joseph J. Grogan, Assistant to the President for Domestic Policy
Dear Mr. Grogan:
I am providing the U.S. Nuclear Regulatory Commissions (NRC) response to the Presidents December 11, 2019, Executive Order (EO) 13899, entitled Combating Anti-Semitism, and the February 4, 2020, memorandum issued by the Department of Justice (DOJ) regarding agency obligations under the EO. The EO provides direction to agencies regarding the enforcement of Title VI of the Civil Rights Act of 1964 (Title VI) with respect to anti-Semitism and instructs agencies to submit a report on other nondiscrimination statutory authorities available to them to address anti-Semitism.
Specifically, the DOJ memorandum states that this report is to identify[] additional nondiscrimination authorities within [the] agencys enforcement authority to address anti-Semitism and [t]hese authorities should include all statutes within [the] agencys enforcement authority that bar discrimination based on religion, regardless of whether these statutes also include provisions regarding federal financial assistance. The enclosure to this letter provides the other nondiscrimination authorities that the NRC complies with to address anti-Semitism.
Please feel free to contact me or have your staff contact Vonna Ordaz, Director of the NRCs Office of Small Business and Civil Rights, at (301) 415-7380, if you have questions or need more information.
Sincerely, Kristine L. Svinicki
Enclosure:
