The Nuclear Regulatory Commission (the Commission or the NRC) has found

The application for amendment filed by the North Atlantic Energy Service Corporation (the licensee), actino for itself and as agent and representative of the 11 ether ut.lities listed below and hereafter referred to as licensees, dated August 3,1992 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 S

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance: (i) that the activities authorized by this amendment can bt conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Conmission's regulations set forth in 10 CFR Chapter I;

D.

The issuance of this amendment will not be inimical tc the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and 111 applicable requirements have been satisfied.

' ght and Power Company, EUA power Corporation, Hudson Light & Power Department, Ms>achusetts Municipal Wholesale Electric Company, Montaup Electric Company, dew England Power Company, New Hampshire Electric Cooperative, Inc., Taunton Municipal Light Plant, The United Illuminating Company, and Vermont Electric Generation and Transmission Cooperative, Inc., and has exclusive responsibility and control over the physical construction, operation and maintenance of the facility.

Accordingly, the license is amended by changes to the Technical Spccificrtions ar indicated in the attachnent to this license amendment, and paragraph 2,C.(?) of Facility Operaticq License No. NPF-86 is hereby amerded to read as follows:

(2) Technical Scecifications The Technical Specifications contained in Appendix A, as revised through Amendment No.17, and the Environmental Protection Plan contained in tppendix B are inco.porated into facility License No.

NPF-86.

PSNH shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan, 3.

This license amendment is effective as of its date of issuance and shall y

be implemented prior te startup from the first planned or unplanned shutdown, to Mode 3 or lower, occurring after July 30, 1992.
