Dear Chairman Palladino:

The Nuclear Regulatory Comission presently has under consideration a proposal by General Public Utilities to restart its Three Mile Island Unit 1.

I urge the Comission to postpone a decision on restarting this plant until a formal public hearing has been held concerning the heretofore untested repair procedures that were used to reseal the I

leaking tubes in the steam generator.

While obvious economic benefits would accrue to GPU and its ratepayers should TMI-l be reactivated, financial concerns must be considered only after all of the outstanding safety questions are resolved.

I This repair procedure, to my mind, is one of the un-resolved safety issues.

I am concerned that the finding of the NRC staff that "no significant hazard consideration exists is highly questionable, and I urge the Comission to reconsider this conclusion.

Additionally, and re whether the "no significant hazard consideration"gardless of finding stands, I urge the Comission to postpone any decision as to restart of TMI-1 until after the NRC conducts an appropriate public hearing.

. 'The people who live in the shadow of Three Mile Island deserve a tiinely and thorough public hearing and quick resolution of all of the safety questions involved before any decision regarding the restart of this nuclear plant is l
