Dear Mr. Youngblood:

The Perry Safety Evaluation Report, License Condition 15 and Section 15.1, stipulate that analyses be provided before Perry can be licensed to operate in the partial feedwater heating mode. The attached General Electric report evaluates Perry gperation at 100% thermal power with feedwater temperature ranging from 420 F to 320 F during the operating cycle, and down to 250 F beyond the normal operating cycle. It is concluded that, subject to designated increases in operating limit MCPR, safety limits are not exceeded for FSAR Chapter 15 transients.

Based on this submittal, we believe that License Condition 15 is resolved. The attached report will be incorporated into a future FSAR amendment and appropriate revisions to our technical specifications will be submitted.
