SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.1 TO FACILITY OPERATING LICENSE NPF-29 GRAND GULF NUCLEAR STATION, UNIT 1 MISSISSIPPI POWER & LIGHT COMPANY 1

MIDDLE SOUTH ENERGY, INC.

i SOUTH MISSISSIPPI ELECTRIC. POWER ASSOCIATION INTRODUCTION By letter riated October 9,1984,- the licensee proposed to change the facility Technh.al Specifications to implement a change of position title in the offsite organization for' management of the facility. The staff's evalua-i l

tion of this proposed change is presented herein.

EVALUATION l

The proposed amendment would revise Figure 6.2.,1-1 "Offsite Organization" in the Technical Specifications by changing a position title from "Vice Presi-

~

i dent - Nuclear Support" to " Director - Nuclear Support". The person occupying i

this position is responsible for nuclear fuel, offsite nuclear service and i

support, and radiological and environmental matters including radiochemistry i

service and support. The person in this position reports to the Senior Vice President - Nuclear. The change would not affect the responsibilities or re-porting requirements of this position, but would be a change in title only.

The licensee requested the change because the responsibilities and qualifications of this position are equivalent to those of other directors in the department rather than those of vice presidents.

The staff has reviewed the proposed change and concludes that it is accept-able because it is a change in position title only.

ENVIRONMENTAL CONSIDERATION The amendment involves a change in administrative procedures or require-ments. Accordingly, the amendment meet the eli cal exclusion set forth in 10 CFR Sectit.a 51.22(gibility criteria for categort-c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

No public ' comments'were received, and the state of Mississippi did not have any comments.

We have concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and issuance irf this amendment will not be inimical to the common defense and security or to the health and safety of the public.
