NRC Letter from Mr. R.D. Martin to Mr. 0.R. Lee Dated 01/17/85
Dear Mr. Johnson:
The subject letter listed (in Enclosure 3) the PSC comitments that need to be accomplished prior to Fort St. Vrain startup, as well as some additional comitments made by PSC during the PSC/NRC meeting of January 15, 1985.
The letter requested that PSC contact the NRC if PSC's understanding of these comitments is different from that of the NRC.

Holmes discussed these comitments on January 22, 1985 with Messrs. P. C. Wagner and R.
E.
Ireland.
A sumary of the discussion is given below:
1.
NRC Statement in Item IA: An evaluation of the CRDM failure mechanism as understood by PSC will be provided - by January 1, 1985.
PSC Clarification:
The evaluation will be provided by January 31, 1985.

NRC Statement in Item IE:
CRDM instrumentation will be evaluated through the use of redundancy checks and position indication-checks; a report will be made by January 31, 1985.
PSC Clarification: The report due on January 31, 1985 will describe the program for evaluating the CRD instrumentation; no results will be reported by that date.

NRC Statement in Item IF: All CRD0As will have temperature monitoring capabilities installed which will be continuously monitored.
It is intended that continuous recording capability for a representative number of CRD0As will be available prior to restart.-
PSC Clarification: PSC understands the phrase " continuously monitored" to mean monitored and alarmed.
There is no intent to have someone at the readout panels continuously to observe temperatures.. While it is PSC's intent to use our best efforts to install ~ continuous recording capability for representative CRD0As prior to startup, this is not a commitment since-the recorders may not be received-in time.
4.
NRC Statement in Item VB: The proposed surveillance program will be implemented,- to the extent practical, prior to restart.
PSC Clarification:
PSC proposes to submit an interim surveillance program by January 31, 1985 describing what is deemed practical to do and implement prior to restart.
5.
NRC Statement in Item VI A:
A report describing modifications to and evaluations of CRDM instrumentation to be completed prior to restart will be submitted by January 31, 1985. The report will also discuss long-term actions and proposed schedules.
PSC Clarification:
PSC will not know by January 31, 1985 its long term actions and proposed schedules, but will provide such information to the extent available.
