Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the March 26, 1991, full-participation plume exposure pathway exercise of the of fsite radiological emergency response plans, site-specific to the Limerick Generating Station.

The Commonwealth of Pennsylvania; risk jurisdictions of Berks, Chester, and Montgomery Counties, 43 municipalities, and 13 school districts; and support counties of Bucks and Lehigh participated in the exercise.

The exercise report was prepared by the Federal Emergency Management Agency's (FEMA)

Region III staff.

A copy of the report will be forwarded to the Commonwealth of Pennsylvania by the Region III staff.

One Deficiency, due to Spring City Borough's failure to participate in the exercise, was identified during this exercise.

-This Deficiency was corrected via a remedial exercise held on May 1,

1991.

Forty-three Areas Requiring Corrective Action ( ARCA) ~ were also identified during the exercise.

FEMA's Region III staff will monitor the status of corrective actions relative to those ARCAs.

Based on the results of the March 26, 1991, exercise and the 4

results of the May 1,

1991, remedial
exercise, the offsite radiological emergency preparedness for the Limerick Generating Station is adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
