Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 USNRC IE Inspection Report No. 50-412/84-12 Gentlemen:
This is in response to the Item of Noncompliance cited in Inspec-tion No.
50-412/84-12 and listed in Appendix A (Notice of Violation) attached to your letter to Mr. E. J. Woolever, dated November 9,1984.
On December 10, 1984, Duquesne Light Company providec a partial response to the violation via letter 2NRC-4-204 and committed to address the second half of the violation by January 15, 1985.
Since that time, Mr.

Ewing, Manager of Quality Assurance, has requested and was granted an extension until January 22, 1985, from the Sr. Resident Inspector, Mr. G.
Walton.
On January 22, 1985, DLC submitted 2NRC-4-009, however, this letter is being issued to amend.that response.
Response
In order to ensure that QC inspection of the system or subsystem involved is performed on a formal basis with personnel certified for the actual attributes being inspected, our procedures-will be revised to include an independent QC inspection.
This inspection will be performed by QC personnel on the completion status of the systems or subsystems by Construction prior to the Start-Up Group's (SUG) walkdown to conditionally accept the system for initial testing.
The s ubsequent SUG walkdown will include a QC representative to ensure that the results and condition existing at the time of the QC inspec-tion have not been invalidated.
The revised program will be implemented by March 1,1985.
