LICENSEE REQUEST TO WITHHOLD PREVIOUSLY SUBMITTED EXERCISE SCENARIO FROM PUBLIC RELEASE This memorandum provides guidance and a template for regional staff to use during discussions with licensees related to confidentiality of previously submitted radiological emergency preparedness evaluated exercise scenarios.
Several licensees have expressed concern with the possibility of previously submitted and future submittals of evaluated emergency preparedness exercise scenarios being made publicly available prior to the actual exercise being performed due to postponements resulting from the current COVID-19 public health emergency.

Due to the current situation surrounding the COVID-19 public health emergency (PHE),
(enter name of NPP Site) has postponed the emergency preparedness exercise originally scheduled for (Month Day, Year) to (enter either, a date yet to be determined or enter the rescheduled date Month Day, 2020).
(NPP Site) is requesting that the exercise scenario previously submitted to the NRC on (enter the Month Day, Year of the letter transmitting scenario), and entered into NRC ADAMS Accession No. ML XXXXXXXXX as a non-public document, be retained in ADAMS as non-public until after the (NPP Site) exercise is conducted.
