DPR-42 50-306 DPR-60 Clarification of Response to the Heavy Loads Phase II Technical Evaluation Report We would like to clarify a statement made in our August 27, 1984 response to the Heavy Loads Phase II Technical Evaluation Report. The first line of the last paragraph of item 2 of the attachment to the August 27, 1984 should be changed from:
" Administratively, during heavy load lif ts over the reactor vessel, at least one isolation valve is closed in each line which penetrates the containment and provides a direct path from the containment atmosphere to the outside."

When the reactor contains no spent fuel, there are no saf tey concerns with moving heavy loads over the reactor. When the head is in place, the head, the CRDM coil stacks, head lif ting rig structure and the missile shield (when installed) provide adequate protection for the fuel. This clarification will allow heavy loads to be moved over the vessel under conditions when no safety concerns exist. This will allow the plant to operate more efficiently especially during outages.
