Dear Alan:

In an effort to alleviate any continuing County concern regarding emergency power sources for Shoreham, LILCO is willing to add a term to the proposal of February 22, 1985.

Specifically, LILCO is willing to commit to maintain available for operation up to the first refueling outage the 20 megawatt gas turbine and the four General Motors EMD diesels that are now at the plant for low power testing.

This would mean that in addition to the TDI diesel generators, Shoreham would have until the first refueling outage other additional, reliable sources of AC power.

Significantly, the reliability of the four GM EMD diesel generators and the 20 megawatt gas turbine has already been litigated and confirmed in the low power proceeding.

See Initial Decision, LBP 84-45, October 29, 1984, at 46-55, 87-98.

The low power litigation also confirmed that these sources were capable of supplying power to emergency loads within minutes of a loss of offsite power.

Thus, that Board found that the 20 megawatt gas turbine could supply power within 10 minutes and the EMD diesels within 30 minutes.

Actual tests demonstrated that the 20 megawatt gas turbine and the EMD diesels could supply power to emergency loads in 4 minutes and 9 minutes, respectively.

March 4, 1985 Page 2 LILCO believes that this additional commitment plus the already proven reliablity of offsite power (see Initial Decision at 82-85) should give the County more than reasonable assurance that there are adequate and reliable sources of emergency AC power for Shoreham.

Perhaps we can talk about this in greater detail when we meet on Tuesday.

Since other correspondence relating to the settlement has been sent to the Board, I am sending a copy of this letter as well.
