Status Update on the Offsite Radiological Emergency Plans and Preparedness of New Jersey Relative to the Salem Nuclear Generating Station The purpose of this memorandum is to provide a status update on the offsite radiological emergency preparedness of the State of New Jersey for responding to an accident at the Salem Nuclear Generating Station.

Information on planning and preparedness in Delaware was provided in our February 25, 1985, memorandum on Salem.

A joint radiological emergency preparedness exercise was conducted at the Salem Nuclear Generating Station on October 23, 1984, which was a full-scale exercise for the State of New Jersey, Salem and Cumberland Counties and 8 municipalities. The State of Delaware did not participate in the exercise.

Attached is the exercise report containing the Federal Emergency Management Agency's (FEMA) evaluation of the exercise.

It was prepared by FEMA Region II.

There were four deficiencies that would lead to a negative finding (Category A deficiencies). The first three concerned the Salem County Emergency Operations Center (E0C). The fourth concerned the Salem County congregate care center.

In brief, these deficiencies are:

o Weak overall management and coordination of information in the Salem County E0C.

o Significant delays at the Salem County E0C in notifying some of the municipalities of the stated decision to evacuate certain areas.

o Significant delays at the Salem County E0C in notifying some municipalities of the State decision to administer KI.

o There were no radiological monitoring teams or equipment at the congregate care shelter to monitor evacuees for possible contamination.

..? For these reasons, FEMA cannot provide reasonable assurance that appropriate protective measures can be taken to protect the health and safety of the

- public living in New Jersey in the vicinity of the Salem site in the event of a radiological emergency.

FEMA Region II is scheduled to receive by April 12,1985, major plan revisions to the New Jersey generic and site-specific radiological emergency preparedness plans for the Salem / Hope Creek site. These revisions respond to comments and recommendations made to the State in the summer of 1983. We believe that an accurate finding on the offsite plans for Salem / Hope Creek must be based on these latest revisions. Based on recent conversations between our staffs, we have agreed to provide the Nuclear Regulatory Commission (NRC) with a finding on the revised New Jersey plans by July 1,1985. We believe that the current level of preparedness requires a remedial exercise on the Category A deficiencies cited above. Certain Category B d9ficiencies may also be tested at that time. The exercise is now scheduled for April 17, 1985. On July 1, 1985, we will provide NRC with the results of that exercise.
