.On Junez 2 4, = - 19 91, the NRC issued'NRC Bulletin No. 92-01.
The bulletin provided notification of failures in fire endurance testing associated with= the Thermo-Lag 330 fire barrier system that is installed to protect plant safe shutdown capability. The notico requested-that operatir.g reactor licensees take the recommended-actions and provide the NRC with a written response within 30 days of receipt of.the' bulletin.
Action Request one of the bulletin requested, "For those plants that use either 1-or 3-hour pre-formed Thermo-Lag 330 panels and conduit shapes, identify the areas of the plant which have Thermo-Lag-330 fire - barrier. material -installed and determine the plant areas which use this material for protecting either small diameter conduit or wide trays-(widths greater than 14 inches) that provide safe shutdown capability." Waterford 3 has identified the areas of the plant where Thermo-Lag 330 fire barrier material is used.
None of the'Thermo-Lag applications involve protecting small diameter conduit-or wide cable trays.
Action Request two of the bulletin stated that, "In those plant areas in which Thermo-Lag fire barriers are'used to protect wide
-cable ' trays, small
- conduits, or
- both, the licensee should implement, in accordance with plant procedures, the appropriate-compensatory measures, such as fire watches, consistent with those which would be-Implemented by either the plant technical specifications or the operating license for an inoperable fire barrier."
- This request is not applicable to Waterford 3 since Thermo-Lag
- is not used on small conduit or wide cable trays.

Waterford 3 has taken those actions in Action Requests one and two that are applicable to the plant.
Compensatory measures within tho scopo of the bulletin do not apply to Watorford 3.
Areas of the plant that havo Thermo-Lag 330 fire barrior material installed (outside of-the scopo of Bulletin 92-01) are being addressed in connection with NRC Information Noticos 91-47, 91-79 and 92-46.
