FIRST, I WOULD LIKE TO START OFF BY SAYING I THINK THE PLANS ARE UNWORKABLE, AND DUE TO POPULATION DENSITIES IN THE SUROUNDING AREA, COULD NOT BE _

MADE WORKABLE. ON ANY GIVEN DAY, AT FIVE O' CLOCK IN THE AFTERNOON, THE TRAFFIC IS TERRIBLE. IF AN EVACUATION IS ORDERED, PEOPLE WHOSE JOBS TAKE THEM FAR FROM HOME SUCH AS PHILADELPHIA, WILL PROBABLY TRY TO MAKE IT BACK TO BE WITH THEIR FAMILIES. THIS WOULD ONLY COMPLICATE MATTERS, SINCE AS I SAID, TRAFFIC IN THE AREA IS ALREADY A BURDEN. --

ALSO, OFF DUTY POLICE OFFICERS WILL BE BROUGHT IN TG.

HANDLE TRAFFIC FLOW OUT OF THE EPZ. WHAT HAPPENS IF THE POLICE OFFICERS CANNOT GET BACK INTO THE AREA DUE TO TRAFFIC, SINCE MANY PEOPLE IN THIS AREA LISTEN TO PUBLIC SERVICE SCANNERS, AND WOULD ALREADY KNOW AN ACCIDENT HAS HAPPENED. THIS COULD BE CHAOS. EVERYONE WHO KNEW WOULD TRY TO CONTACT FRIENDS AND RELATIVES TO LET THEM KNOW ABOUT THE ACCIDENT. YOU THEN WOULD HAVE PEOPLE EVACUATING WITHOUT SUPERVISION. WITH PEOPLE TRYING TO CONTACT FRIENDS AND RELATIVES, THE PHONE SYSTEM COULD BE IN TROUBLE. THERE IS A -

LIMIT-TO THE NUMBER OF PHONES COULD RING AT ONE TIME, AND SINCE SOME OF THE EMERGENCY COMMUNICATIONS WILL BE OVER THE PHONE LINES, ALL CALLS MAY GET SLOWED OR STOPPED.

THEN WE HAVE THE PROBLEMS WITH THE SCHOOL CHILDREN. IF I HAD CHILDREN, I WOULD NOT WANT OR ALLOW THE . SCHOOL TO I TAKE MY CHILDREN OUTSIDE THE EPZ, WHERE I WOULD HAVE NO CHANCE OF MEETING UP WITH THEM, MAYBE EVEN FOR DAYS. THE TEACHERS HAVE STATED THAT THEY ARE NOT BOUND BY CONTRACT TO BABYSIT THE CHILDREN SHOULD AN EMERGENCY TAKE PLACE, SO THAT RAISES THE QUESTION OF SUPERVISION. ALSO THERE ARE THE MANY SMALL DAY CARE SCHOOLS, MOST OF WHICH HAVE NOT EVEN BEEN INCLUDED IN THE PLANS. I THINK WE HAVE A SERIOUS PROBLEM HERE THAT NO ONE IS EVEN LOOKING AT.

WE THEN COME TO ROUTE ALLERTING. MOST VOLUNTEER -

FIREMEN WORK FOR A LIVING. IF THEY WERE NEEDED FOR ROUTE ALERTING, THEY WOULD HAVE TO RETURN TO THEIR FIRE STATIONS FROM WORK, WHICH COULD TAKE UP TO FIFTEEN MINUTES UNDER NORMAL CONDITIONS. I AM A SOCIAL MEMBER OF SEVERAL FIRE COMPANIES WHICH WILL EE INVOLVED IN ROUTE ALERTING, AND

, SOME OF THE MEMEBERS I TALKED TO ARE NOT EVEN GOING TO HELP, THEY ARE SCARED OF POTENTIAL RADIATION RELEASES AND THE PERSONAL HARM IT-COULD CAUSE. MOST SAID THEY WILL JOIN UP WITH THEIR FAMILIES AND FRIENDS AND LEAVE THE AREA IMMEDIATELY. B5020B0252 8 5" = "50101ani!
