Setpoint Reevaluation Program

Dear Mr. Johnson:

Public Service Company of Colorado (PSC) has proceeded to reevaluate Plant Protective System (PPS) setpoints as committed to in a letter dated March 9, 1984, from Warembourg to Collins (P-84078). The Setpoint Reevaluation Program has used the methodology described in PSC's March 9, 1984 letter as recommended by the NRC both in an NRC letter from Madsen to Lee, dated July 11, 1983 (G-83255) and in a meeting between PSC and the NRC on October 27, 1983.

Although the program is near completion, PSC has encountered a number l of last minute problems whicn require resolution prior to submittal of this proposed amendment to the FSV Facility Operating License.

These problems are:

l 1. Definifig reactor modes consistently with the Technical Specification Upgrade Program.

2. Finalizing the inclus^on of PPS setpoints and curves not previously in the Technical Specifications.
3. Developing action statements consistent with the Standard l Technical Specifications and applicable to Fort St. Vrain.

4. The consultant performing the setpoint calculations used two surveillance intervals to determine drift allowance. PSC has requested that the sample size be expanded to 24 surveillances, and that all affected Trip Setpoints be recalculated.
5. Upon completion of items 1 through 4, PSC requires a minimum of four weeks for internal review by the Plant Operations Review Committee and the Nuclear Facilities Safety Comi ttee.

PSC will continue our efforts to complete this program at the earliest feasible date, and hereby commits to submit the Setpoint Reevaluation Program proposed amendment to the Technical Specifications on or before March 8,1985.
