3) AECM-83/0551, 9-6-83 On December 20, 1984, Mississippi Power & Light Company (MP&L) contacted Mr. R. Cartoll, of your office, and requested an extension for the submittal of a final response for the potential deficiency identified on Uni *. 2 in the reference 4 letters. The deficiency concerns the failure of Agastat GP series relays to change state when called upor to operate.

MP&L previously determined that the subject deficiency was reportable under the provisions of 10CFR21 for Unit 1. A final 10CFR21 report for Unit I was provided in Reference 1. In that letter we stated that applicability of this deficiency to Unit 2 was indeterminate at the time. Due to the nature of this potential problem (i.e., problem is tied to manufacturing date and specific usage) as described in the referenced letters, a determination as to the safety impact can not be completed until an inspection is performed at the resumption of construction activity.

Our architect engineer (Bechtel Power Corporation) has advised us that final disposition of this item should not be expected prior to October 4, 1985. This date is dependent upon the resusption of construction activities estimated in August of 1985 at Unit 2 after Unit 1 goes commercial (estimated March of 1985). Any delays in the Unit i schedule will likely impact the Unit 2 schedule.

AECM-85/2-0001 MISSI22IPPI POWER & LIGHT COMPANY Paga 2 disposition date. Mr. Carroll agreed that this would be acceptable, but requested that we document this extension request in a letter to NRC Region II. MP&L expects to submit a final report for Unit 2 on this subject by November 30, 1985.
