,. The circumstances regarding the above request are based on an investigation

conducted by the Pennsylvania Electric Company (PENELEC). In 1989, PENELEC -

2 commenced an ir.vestigation of an allegation that an unknown substance from the "

% SNEC facility was buried in an ash disposal area of PENELEC's Williamsburg d Generating Station, located in Williamsburg, Pennsylvania. The iavestigation was

C320-92-2117 Page 2 The allegation of disposal of an unknown substance has not been substantiated by PENELEC's investigation. The result of the investigation is disclosed in the enclosures.

Enclosure 1 contains 6etails about personalities, attitudes or proclivities of certain PENELEC current and past employees. Public release of such information is likely te subject some individuals, who are not suspected of any wrongdoing, to embarrassment, harassment,' physical danger, disgrace, or loss of friends. The resulting invasy on of personal privacy would not serve any public purpose. In order to protect the privacy of individuals who were interviewed or referred to in the report, we are requesting, pursuant to 10 CFR 2.790(a)(6), that Enclosure 1, which is the complete unredacted report, be withheld from public disclosure.

Enclosure 2, which is the redacted version, may be placed in the public document room.

This determination was made by GPUN in anticipation of NRC concurrence, since there is ample precedent for disclosure of a redacted version of documents.

Further, such an arrangement minimizes the invasion of individual privacy rights while benefitting the public disclosure of facts concerning the events covered by the investigation. The redaction covers names, home addresses and telephone numbers. Also redacted are two passages of interview notes (one on Page 385 and the other on Page 387) which contain aersonal information unrelated to the investigation. Dollar amounts of contract work proposed to or performed for PENELEC was also redacted.
