Dear Mr. Keppler:

This letter is in response to the inspection conducted by Messrs. R. 0. Schulz and R. N. Gardner on October 8 through November 9,1984, of construction activities at Braidwood Station.

Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements.

The Commonwealth Edison Company response to the Notice of Violation as appended to Reference (a) is provided in the Enclosure to this letter.

ENCLOSURE COMMONWEALTH EDISON COMPANY RESPONSE TO INSPECTION REPORT 50-456/84-31 AND 50-457/84-29 ITEM 456/84-29-02 ITEM OF NONCOMPLIANCE 10 CFR 50, Appendix B, Criterion V, states in part:

" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall_be accomplished in accordance with these instructions, procedures, or drawings."

L. K. Comstock and Company, Inc. Procedure 4.3.8, Cable Installation, Revision D, states in Section 3.9.2, " Cables will be routed as designated on the cable pull cards".

Contrary to the above, cables 2AF307 and 2AF154 were not routed per the~ pull cards, and the quality control inspector accepted the cable pulls documenting that the cables were pulled in accordance with the pull cards.

RESPONSE

Commonwealth Edison agrees that the subject cables were not routed per the pull cards.

CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED Cables 2AF307 and 2AF154 are both 9c#14 cable and have similar routings.

These cables were pulled together through the specific nodes ~which were common.

When the cables were pulled through nodes that were not common, the cables were switched thereby causing a misrouting.

L. K. Comstock issued NCR's to correct the routings.

A reinspection was performed of a portion of the cable pull inspections of the QC inspector involved, These covered the period of the QC inspector's certification.

All reinspections were found to be acceptable.

,. CORRECTIVE ACTION TAKEN TO AVOID FURTHER NONCOMPLIANCE Appropriate craft personnel were retrained to procedure 4.3.8, Cable Installation, paragraph's 3.9.2 and 3.10.7.

The acceptable reinspection results indicate this is an isolated occurrence for the-QC inspector involved.

However, the QC inspector was retrained to procedure 4.3.8 and 4.8.8, Cable Installation Inspection, on 11/09/84.

DATE OF FULL COMPLIANCE NCR's have been issued to disposition cable routing.

Applicable training has been completed.
