Dear Mr. Callan:

The City of Austin Electric Utility would like tha opportunity to observe all significant meetings, and hear all significant conference calls, that occur between NRC and Houston Lighting .& Power Company concerning the South Texas Nuclear Project. By the letter attached, we have previously asked HL&P to inform us in advance of such meetings and calls, and to afford us such an opportunity. We have had no response to that letter. Accordingly, we are asking NRC Region IV to apprise us by telephone or by fax of these communications with HL&P. Also for this purpose, we would appreciate it if you would designate a contact person at NRC whom we may call periodically to receive such i.iformation. We do not intend to be disruptive of your overright l activities or plant operations, nor do we intend to monitor every call and every meeting. Rather, we are most interested in j learning about meetings and calls pertaining to NRC enforcement l activities, inspections, authorizations, whistleblowers and 1 regulatory directives, espe::ially if they involve issues dealt  ! with by NRC's Confirmatory Action Letters on STP or new emerging issues. The City of Austin Electric Utility would like the opportunity to observe all significant meetings, and hear all 3 l significant conference calls, that occur between NRC and HL&P concerning STP. We are asking HL&P to inform us in advance of such meetings and calls, and to afford us such an opportunity. 1 We do not intend to be disruptive of plant operations or ' NRC oversight activities, nor do we intend to monitor every call and every meeting. Rather, we are most interested in i learning about meetings and calls pertaining to NRC l enforcement activities, whistleblowers, inspections,  ! authorizations, and regulatory directives, especially if they involve issues dealt with by NRC in its recent Confirmatory Action Letters on STP or on new emerging issues. We also would like the opportunity to observe or listen to any significant INPO communications with HL&P and would like advance notice of scheduled meetings and calls with INPO. If you would prefer to designate a single person at HL&P to coordinate these notices, that would perhaps be helpful. Otherwise, please let us know how you would prefer to handle the mechanics of our getting notices and gaining access to meetings and calls we would like to observe. Thank you for your assistance. Nonetheless, we wW Implement a more formal system for relaying notice to Austin of significant NRC conference calia, particulatty whenever a topic listed in the second paragraph of your lettetis on the

agenda. To avoid misunderstand 1ngs about what is "significant," we propose to use j initially the afteria that any scheduled meeting or conference call in which the Group Vice l President, Nudear participates will be considered significant.
