Gentlemen:
SUBJECT:
Resolution of tiumen Engineering Discrepancy (HED) 93 Omaha Public Power District (OPPD) agreed in Reference 2 to perform a probability determination of equivalency for administrative control of an incandescent lamp replacement program.
Originally, OPPD had expressed concern with use of LEDs as indicators for operations personnel. When viewin intensity decreased considerably, g the LEDs from an off-axial point, the light thereby potentially introducing human factor shortcomings.
This prc...pted OPPD t o implement the present administrative incandescent lamp replacement program to enhance indicator reliability.
Improvements have since been made to LEO indicator design.
As noted by R. W.
Short nf my staff to S. D. Cloom of the NRC on June 22, 1992, OPPD now intends to install long-life LED indicators, for applicable indicators, in lieu of completing the aforementioned equivalency determination.
The LEDs will be included in the Preventive Meintenance program with an appropriate replacement frequency.
The use of LEDs has been previously endorsed by the NRC and will satisfactorily resol n HED 93.
The LEDs will be installed by December 31, 1992.
