COLUMBIA GENERATING STATION - CORRECTION OF ISSUANCE OF AMENDMENT NO. 256 RE: REMOVAL OF LICENSE CONDITION 2.C.(11)

AND ATTACHMENT 3 FROM THE RENEWED FACILITY OPERATING LICENSE (EPID L-2019-LLA-0068)

Dear Mr. Sawatzke:

On March 10, 2020 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML20037A733), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 256 to Renewed Facility Operating License (RFOL) No. NPF-21 for Columbia Generating Station. The amendment was issued in response to Energy Northwests application, dated March 27, 2019 (ADAMS Accession No. ML19086A315).

The amendment removed License Condition 2.C.(11), Shield Wall Deferral (Section 12.3.2, SSER #4, License Amendment #7), and its related Attachment 3, List of Shield Walls, from the Columbia RFOL because these items were outdated and no longer applicable to Columbias operation.

Subsequent to the issuance of the amendment, the NRC staff identified that the footnote on RFOL page 4 was not deleted as originally requested in the application dated March 27, 2019.

The NRC concludes that this error was inadvertently introduced during the preparation of the amendment.

Accordingly, we are enclosing a corrected page 4 of RFOL No. NPF-21 for Amendment No. 256 that was issued by letter dated March 10, 2020. Please replace this page in your copy of the license amendment.

This correction does not affect the NRC staffs overall conclusions associated with the approval of Amendment No. 256.

The licensee shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

a. For Surveillance Requirements (SRs) not previously performed by existing SRs or other plant tests, the requirement will be considered met on the implementation date and the next required test will be at the interval specified in the Technical Specifications as revised in Amendment No. 149.
