Operating License No. DPR-50 Docket No. 50-289 Independent Core Peload Evaluations This letter is provided to confirm telephone conference discussions between GPU Nuclear and NRC on February 14,1996 regarding the status of NRC review of TMI-l independent reload evaluation topical reports and GPU Nuclear's plans for TMI-l Cycle 12 reload design activities.

NRC has issued a Safety Evaluation Report (SER) on February 21,1996 approving GPU Nuclear Topical Report TR-091, " Steady State Reactor Physics Methodology for TMI-1".

Two additional GPU Nuclear topical reports (TR-078 and TR-087) have been previously submitted for NRC review. The final topical report (TR-092P) supporting GPU Nuclear's l

capability to perform independent reload evaluations for TMI-l was recently submitted to l

NRC for review and approval on February 27,1996. GPU Nuclear's intent is to perfomi l

TMI-1 Cycle 12 reload design evaluations utilizing the previously approved vendor l

methodologies described in these topical reports.

i GPU Nuclear is currently proceeding with TMI-l Cycle 12 reload design activities with the understanding that NRC Draft Generic Letter (GL) 83-11, Supplement 1, " Licensee Qualification for Performing Safety Analyses", issued for review and comment on October 25,1995, will be formally issued in a time frame supportive of our plans to perform independent reload evaluations for TMI-l Cycle 12. In accordance with the proposed GL J

methodologies have been established and adequate training, procedures, and quality assurance program attributes have been applied. These programmatic requirements, as applicable to TMI-1 independent reload design activities, and the TMI-1 Cycle 12 independent reload design evaluation results should be available for NRC audit in the March-April 1997 time frame.

GPU Nuclear has been licensed to perform independent reload design evaluations for our Oyster Creek Nuclear Generating Station (OCNGS) since 1988. As a result of these and other activities GPU Nuclear has developed a substantial knowledge base and level of expertise that is being utilized to support the TMI-1 independent reload effort such as procedure development, application, and training. GPU Nuclear will ensure that the TMI-1 inde; pendent reload design and evaluation program would follow the guidelines of GL 83-11, Supplement 1.
