Waterford 3 SES Docket No. 50-382 ESTABLISHMENT OF A VENDOR QUALITY ASSURANCE ORGANIZATION Louisiana Power & Light has recently taken steps to strengthen its Quality Assurance program by creation of a new Vendor Quality Assurance organization. This change was made in recognition of the increasing Interest and concern of the utility industry and the NRC in improving vendor controls.

LP&L Quality Assurance has been reorganized as shown on the attached Waterford 3 organization chart. The chtnges, briefly summarized, are as follows:

1)

A new group Vendor QA, has been created to provide a separate QA organizational element. The Vendor QA Manager's responsibilities include conducting surveillance and audits of contractors and vendors to verify compliance with applicable requirements; reviewing generated procurement documents to ensure proper inclusion of QA requirements; and maintaining the LP&L list of qualified suppliers for quality-related procurements.

2)

The Engineering and Systems Development QA section has been renamed the System Development and Analysis QA section. The System Development and Analysis QA Manager's responsibilities include h

developing and maintaining QA policies and procedures; analys:ing p0 conditions adverse to quality for quality trends; and administration

The Operations QA Manager's responsibilities now include auditing of j

Nuclear Operations Department activities; reviewing design drawings

'j and specifications; and changes thereto, to ensure that the-documents are prepared, reviewed and approved in accordance with applicable procedures and that they contain che necessary QA requirements; and i

reviewing procedures and instructions to ensure proper inclusion of QA requirements.

3 Amendment 34 to the Waterford 3 FSAR, dated January 13, 1984, provided the i

latest description of the Quality Assurance (QA) program for the operations phase of Waterford 3.

This organization was subsequently evaluated by the i

NRC Staff in SSER No. 6, dated June, 1984, wherein it was concluded that "the applicant's description of the QA program is in compliance with a

applicable NRC regulations."

The previously evaluated Quality Assurance functions were not altered in any manner by this revision to the QA organization and per 10CFR50.54(a),

the QA organizational changes continue to satisfy the criteria of Appendix B of 10CFR50 and the FSAR QA program description commitments previously accepted by the NRC in the Waterford 3 3SER No. 6.

In accordance with the provisions of 10CFR50.71(e), the above changes will be reflected in a future amendment to the FSAR. Should you have any questions about these changes or wish to discuss the matter further, please do not hesitate to call me.
