Enclosed are:

(1) Three (3) originals and thirty-seven (37) copies of an Application for Amendment to our Operating License to incorporate applicable changes to address the NRC comments identified by letter dated April 4, 1983 and also incorporete additional administrative controls required < to provide protection from pressure transients at low temperature.

(2) Forty (40) copies of documents designated Attachments A and B which setforth the change in techn'ical specifications and its safety evaluation.

Our initidl response dated May 31, 1983 forwarded an information copy of the changes that we had identified to incorporate the revisions required to comply with the NRC So,fety Evaluation Report provided by letter dated April 4, 1983. During subsequent Dcquesne Light Company review, it was determined that changes in addition to those initially identified are required. These addi-tional changes are described in the attached safety evaluation.

We are evaluating the Westinghouse " Pressurizer Bubble Cold Overpressure Analysis Report" to determine if an increase in the PORV setpoint is justified. This is desirable because of the potential for degrading the Reacto ' Coolant. Pump seals at lower system pressures and the relatively small margin between minimum pump operating pressures and the present overpressure setpoint. This letter provides notification of our intent to oursue this change, snould we determine that adequate justification is available, a revision to this submittal would then be provided for your review.

Specification 3.4.1.6 has been revised to ronuire the secondary water temperature of each steam generatcr to be er ' ' a f ed within 25 F (in lieu of 50 F, prodded by information cony) of t' a ;S cold leg temperature when starting a reactor coolant pump in a ~  ! ed loop. This limit is more restrictive and may be required to ai > -' :reased PORV setpoint for low temperature operation.
