Clarification of Supplement I to License Amendment Request 91-10 Gentlemen:
North Atlantic Energy Service Corporation (North Atlantic) has determined that due to an administrative oversight, Supplement 1 to License Amendment Request 91-10 [ Reference (c)) requires clarification to ensure consistency in the Technical Specifications.
The
- correction of this oversight will clarify the testing performed to re-zero the test failure count following certain overhauls of the dicsci generators. This cirrification does not revise the License Amendment Request but ensures consistency in testing.
Additionally, two typographical errors.were noted and the corrections are provided.
The note at the bottom of Technical Specification page 3/4 8-10 describes the process to be followed in order to re-zero tne test failure count after the completion of a complete diesel generator ove: haul One element of the piocess refers to a Surveillance Requirement which North Atlantic proposed to climinate in Supplement I to License Amendment Request 11 10.
Specifically, Supplement 1 to License Amendment Request 91-10 proposed to eliminate the requirement to rapidly load the diesel generators at least once per 184 stays.
This we proposed through revisions to the notes on the bottom of Technical Specification pages 3/4 8-3 and 3/4 8-4 Thus, to ensure consistency with the proposed revisions to Technical Specifications the reference to the 184 day testing requirement of Survei lance Requirements 4.8.1.1.2a.5) l and 4.8.1.1.2a.6), i.e. rapidly load the diesel generators, should be deleted from the note at the bottom of page 3/4 8-10. -Page two reliability after-a' complete diesel generator overhaul will not change and fourteen tests will-still be required to re-zero the test failure count. The testing concept is not chaaged I ecause all of the diesel generator tests sre conducted as specified in Surveillance Req. :ments 4.8.1.1.2a.5) and 4.8.1.1.2a.6).
The reference to the 184 day requirement of Surveillance Requirements 4.8.1.1.2a.5) and 4.3.1.1.2a.6) is no longer appropriate since that test is clindnated in the proposed change, A marked up copy of Technical Specification pag: 3/4 810 is provided for your use in reviewing Supplement 1 to License-Amendment Request _91-
