Regarding the Viton CRD SSPV Response Time Delay i
Gentlemen:
On February 16,1996, the Bolling Water Reactor Owners Group's (BWROG) Regulatory Response Group (RRG) provided guidance related to testing of dual-type, ASCO, scram-solenold, pilot valves (SSPVs) with i
Viton internals and testing of the Alternate Rod insertion (ARI) system.
l PECO Energy intends to utilize this guidance in revising our testing programs for the SSPVs. Specifically, we will assure that the 120-day test includes a representative sample of "Viton SSPV control rods" and i
"Buna-N SSPV control rods." A reference sample of Viton SSPVs (consisting of 5% but not less than 5 rods) will be tested on a 60-day, surveillance cycle. PECO Energy intends to become a member of the BWROG subcommittee addressing the Viton SSPV issue. Data gathered from both the representative and reference j
samples will be sent to the subcommittee which will evaluate this data against industry and plant specific data. The subcommittee, once adequate data is available, will provide additional recommendations related to Viton SSPV performance.
PECO Energy will continue to test the ARI system to assure that it functions properly. This testing will be done once a cycle.
