VIRGIL C. SUMMER NUCLEAR STATION DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR 92-004)
This Special Report is being submitted by South Carolina Electric & Gas Company (SCE&G) pursuant to Technical Specification 6.9.2 as required by Action 30 of Specification 3.3.3.1, Table 3.3-6, Item 2d.i.
At 1730 hours0.02 days <br />0.481 hours <br />0.00286 weeks <br />6.58265e-4 months <br />, June 17, 1992, the Main Plant Vent High Range Radiation Monitor, RMA-13 was declared inoperable due to spiking and spurious alarms.
A preplanned alter. tate method of monitoring the appropriate parameters was established as required by Action 30 of Specification 3.3.3.1.
Following extensive troubleshooting and monitoring of the unit by Instrument and Control (I&C) technicians, the cause of the spiking was found to be noise induced from the High Amplifier Circuit Board.
A new High Amplifier Circuit Board was installed; the unit was calibrated and tested in the shop satisfactorily. The unit was reinstalled in the plant at 1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br />, June 24, 1992. Operation of the unit was monitored until 1630 hours0.0189 days <br />0.453 hours <br />0.0027 weeks <br />6.20215e-4 months <br />, June 25, 1992, at which time it was declared operable.
After being in operation approximately two days, RMA-13 was declared inoper:ble at 1330 hours0.0154 days <br />0.369 hours <br />0.0022 weeks <br />5.06065e-4 months <br /> on June 27, 1992, due to instrument drift. The 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> period to return the monitor to service has expired for this occurrence.
SCE&G will continue its troubleshooting and upon completion of troubleshooting will submit a supplemental report.
