Technical Specification Changes to Support i implementation of BWR Thermal Hydraulic Stability Solution (TAC M929471 !
By letter dated June 22,1995 the Monticello Nuclear Generating Plant submitted a request for a change in the Technical Specifications, Appendix A of the Operating License. The proposed changes provided the requirements for avoidance and protection from thermal hydraulic instabilities to be consistent with BWROG long term solution Option 1-D described in NEDO-31960 and NEDO-31960 Supplement 1, "BWR Owner's Group Long-Term Stability Solution Licensing Methodology".
On March 6,1996 the NRC staff requested that Monticello provide the plant specific analysis ,
which demonstrates application of the BWROG long term stability solution Option 1-D for the !
upcoming fuel cycle, Monticello cycle 18. Licensing topical report GENE-A00-04021-02, l Apolication of the "Reoional Exclusion with Flow-Biased APRM Neutron Flux Scram" Stability l Solution (Oction I-D) to the Monticello Nuclear Generatino Plant. February 1996, is provided as Attachment 1 to this submittal in response to the staff's request. )
To allow adequate training and implementation of the proposed changes we request that if approved, the NRC make the amendment effective the latter of 60 days after the approval date or 60 days after May 20,1996.
This letter contains no new NRC commitments, nor does it modify any prior commitments.
