Dear Mr. O'Reilly:
- 1. E. Inspection Report 50-37/79-18 was issued by the NRC to Duke Power Company on October 8, 1979.
Infraction 79-18-01 was identified in the report and concerned a modification to safety-related motors without approved drawings.
In an October 19, 1979 letter to J. P. O'Reilly, Duke Power agreed that the infraction did occur.
In order to prevent further infractions Duke Power committed to provide training to Electrical Design personnel in the area of Quality Assurance procedures for nucicar safety-related work on a quarterly bases rather than yearly.
Since the time of this commitment, the increased frequency on the training has been complied with. A high proficiency has been achieved in making employees aware of Quality Assurance requirements. Due to the excellent record in this area. Duke Power has met the intent of the corrective action. Through the quarterly training program, the awareness of Electrical Design personnel in the area of Quality Assurance procedures has been raised to a high icvel that can be maintained with a training I
frequency based on procedural changes. This type of training has proved to be offective in other areas of Duke Power. The determination has been made that the commitment is no longer warranted due to Duke Power's record and experience, therefore a modification to the previous commitment is necessary.
Duke Power will no longer conduct quarterly Quality Assurance training for Electrical Design personnel. The Quality Assurance training program will comply with the Departmental Training Program as detailed in the approved Quality Assurance Manual. Unless informed to the contrary, we consider Duke Power's position on this matter to be acceptable to the NRC.
