Certification of Advisors Section 2.C. (9 ) of the draft license transmitted with refer-ence (2) requires that, prior to criticality, Edison certify the names of the advisors who have been examined and have been determined by Edison' to be competent to provide advice to operating shifts.

Reference (3) provided the Licensee Personal Qualifications Statements (NRC Form 398) for the Nuclear Shift Operating Advisors (NSOAs) at Fermi 2. All the NSOAs have completed training, have successfully completed NRC Senior Licensing exams on Fermi 2, and have received SRO licenses on Fermi 2.

It should be noted that this is beyond the requirements of Generic Letter 84-16.

Accordingly, I certify per Attachment 1 that the NSOAs listed are competent to provide advice to our operating shifts at-Fermi 2.

It should also be noted that all advisors listed in meet the experience requirements of Generic Letter 84-16 except for Mr. James and Mr. Howard.

Mr. James has 64 months experience as an RO and 3 months experience as an SRO.

Mr. Howard has been licensed at the SRO level on Quad Cities and SRO certified on Dresden with responsi-bilities for both on and off shift training and as a l 0f5 BPg231035084 20 ADOCK 0500 341

The situation has been discussed with Mr. Crocker of your Licensee Qualification Branch and we understand that both Mr. James and Mr. Howard's qualifications are acceptable.

To reflect Mr. Houard's qualifications, ' the Reference ( 2),

Draft License, paragraph 2.C (9), third sentence should be modified as follows:

"Use of advisors who were licensed _only at the reactor operator level or who have eouivalent experience to the above criteria will be evaluated by the NRC on a case by case basis."
