Enclosed is a supplemental response to Item 1 of IE Inspection Report 84-23 for Browns Ferry which was submitted to you by D. L. Lambert's letter dated August 16, 1984. This supplemental response was addressed in R. C. Lewis' letter to H. G. Parris dated October 9,1984. On November 9, Floyd Cantrell of your staff and I discussed an extension to November 13 for submitting this supplemental response. If you have any questions, please call me at FTS 858-2725.

-A Vendor. Manual. Control Program is being developed and implemented to ensure _ that plant procedures' are kept updated with current vendor
~'information. Nuclearicentral Office personnel have been assigned to Browns Ferry to initiate this program. This program will ensure (1) all; controlled Vendor Manuals are maintained at the same revision level as
'the master controlled Vendor Manual, (2) all controlled Vendor Manuals are under_ cevision control, and (3) all new vendor manuals and revisions are evaluated by the cognizant section(s) before utilization.
Select CSSC and non-CSSC Vendor Manuals (referenced in plant instructions or as selected by plant management) are now scheduled to be~placed under control. 'Specifically, manuals scheduled to have a " controlled" status (1) Vendor Manuals referenced in the reference.section of plant are:
I instructions, (2) Vendor Manuals to be used for troubleshooting on CSSC i
_equ pment, and (3) manuals to be used for troubleshooting on non-CSSC equipment if management designates these manuals should be controlled because of frequent and critical use on important non-CSSC equipment.
The Vendor Manual Contrcl Program will be implemented in 'a phase type approach. The General Electric GEK-manuals are the first manuals b91ng implemented into the program. Compliance for this phase will be achieved i
by April 30, 1985. The Vendor Manuals referenced in plant instructions and identified by PORC will be the second phase of this program. This phase will begin by May 31, 1985. A completion date has not been identified. However, all new Vendor Manuals are being placed into the program as they arrive ensite.
