COOPER NUCLEAR STATION 1992 EVALUATED EXERCISE 2.0 SCOPE AND OBJECTIVES 2.1 SCOPE The 1992 CNS Emergency Preparedness Exercise, to be conducted on September 22,1992, will test and provide the opportunity to evaluate the emergency plans and procedures of NPPD.
It will test tae ability of participants to assess and respond to emergency conditions and coordinate activities to protect the health and safety of f ndividuals in the vicinity of CNS from the consequences of a radiologicalincident at the plant. The Exercise has been developed to support demonstration of the capabilities of the NPPD Emergency Response Organization, and. will include full activation and participation of all NPPD emergency facilities.
The Exercise will be used to evaluate the ability of the onsite response personnel to assess and mitigate the emergency situations at the plant, and to take actions to assist state and government organizations in mitigating the radiological consequences to persons in the vicinity of the plant. In addition, the Exercise will provide NPPD the opportunity to assess the effectiveness of training improvements and modifications made to the CNS Emergency Plan and Procedures since the last Exercise.
Emergency response accions during the Evaluated Exercise will include:
prompt recognition and accurate classification of emergency conditions; asrassment of onsite/offsite radiological consequences, and activities to minimize the impact of these consequences; notifkatian and mobilization of the emergency response organizations; l
l implementation ofin plant corrective actions; activatio:Mivration of emergency response facilities and equipment; preparation of adequate records to document decisions made and actions taken; i
formulation and recommendation of protective actions for personnel with the area; and termination of the emergency condition.

The Exercise objectives identified for participants have been compiled based on the requirements delineated in 10CFR50 and 44CFR350, as well as guidance found in NUREG 0654/ FEMA REP-1 and other regulatory documents.
E Control Room (CR) 1.
Demonstrate the ability to analyze plant conditions and to initiate the appropriate corrective actions.
2.
Demonstrate the adequacy of the Emergency Plan, Emergency Plan Implementing Procedures and other plant operating procedures in terms of content, accuracy, and ease of use for enabling the Control Room (CR) organization to respond to a plant emergency.
3.
Demonstrate the ability to determine, monitor, and upgrade emergency classification levels based on changing plant conditions.

Demonstrate the ability to make timely protective action recommendations to offsite authorities based on the Environmental Protection Agency (EPA) Protective Action Guides (PAGs) or plan conditions (if required).
5.

8 Demonstrate the ability of CR personnel to use communication links to communicate with government emergency facilities, the Technical Support Center (TSC), the Emergency Operations Facility (EOF), and in-plant personnel.

Demonstrate the ability to provide plant status updates to offsite authorities, until relieved by the TSC or the EOP.
10.
Demonstrate tae ability to identify and as appropriate, implement protective actions for CNS personnel.
