ElRIU)l?I'ECTION INSTilUMENTATION SPECIAI,itEPOltT llACKGl(OUNS On May 21,1992, the Fire Detection for the Unit 1 and Unit 2 intake structure was disabled. The smoke detection in the intake structure was disabled to permit work activities to be conducted (welding, cutting, and grinding operations) during the Unit 1 Refueling Outage. Although the detection we restored on Jw 9,1992, the detectors were inoperable for more than 14 days.

This type of sciivit) typiez.lly results in the smoke detection system in the room sensing a Tre" condition and going into alarm. This condition results in a hiinging or continuous alarm at the Src alarm panci in the Control Room (1C24B) and at the single point annunciator on the control boards (1C17) While other plant Ste alarms will still be received and annunciated on the 1C24B panel, they will not be annunciated to the 1C17 panel. As a result, response tt 'ther plant fire alarms could be delayed. The detection system remains inoperable until the work is complete.

As specified by Technical Specification 3.3.3.7, ACTION Statement b, a special report must be issued i

to the Commission pursuant to Technical SpeciGcation 6.9.2 if the detection system is not restored -

i within 14 days.

i EFFECT ON UNIT OPEllATION j

On May 21,1992 with Unit I defueled and Unit 2 at 100 percent power, the smoke detection system 4

was disabled in the Unit 1 and Unit 2 intake structure via a Temporary Alteration (CCI.117). The smoke detection in this room is listed in Technical Specification Table 3.311 and is addressed by j

Technical Specification 3.3.3.7. In accordance with this Technical SpeciGcation 3.3.3.7, ACrlON Statement b, an hourly Sre watch patrol was established to inspect the Grc zone. In addition to the hourly Ore watch patrol, a continuous fire watch is required by Calvert Cliffs procedures during welding / cutting / grinding operations in the room.
