Dear Mr. Denton:

In a meeting between KG&E and NRC personnel on November 28, 1984, KG&E described the controls on the review and approval of Wolf Creek initial startup test program results. This letter serves to fulfill a commitment made in that meeting to provide justification for KG&E's plans in this area and to submit the justification for NRC review and approval.

KG&E's plans are based upon the recommendations of the Wolf Creek NSSS Vendor, Westinghouse. As such, KG&E's plans for Wolf Creek are essentially the same as those utilized at other Westinghouse plants that have started up in the past few years.

Westinghouse considers portions of the attached information to be pro-prietary. Consequently, Enclosure 1 is a Westinghouse authorization letter, CAW-84-111, and accompanying affidavit. Enclosure 2 is the KG&E justifi-cation which contains Westinghouse proprietary information. Enclosure 3 is the non-proprietary KG&E justification.

As Enclosure 2 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the Owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b) (4) of Section 2.790 of the Comission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations. Correspondence with respect to the proprietary aspects of the Application for Withholding or the supporting Westinghouse af fidavit should reference CAW-84-111 and should be addressed to R.A. Wiesemann, Manager, Regulatory and Legislative
