Millstene Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Design and Construction:

Flakt-Bahnson Air Conditioning Units (SD-62)

In a November 7,1984 conversation between your Mr. T. Rebelowski and our Mr. 3. P. Putnam, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the construction of Millstone Unit No. 3 as required by 10CFR50.55(e). The potential significant deficiency involved the improper mounting and installation of fan motors in Flakt-Bahnson air conditioning units in the control building. This resulted in unused and elongated mounting holes in the f an support structural steel. Failure of the air conditioning units could affect our ability to maintain proper operating temperatures for safety-related equipment in the control building,in accordance with our environmental design conditions.

We have completed our evaluation of this potential significant deficiency against all appropriate design criteria and determined that this condition does not affect the structural adequacy of the air conditioning units and would not cause these units to f ail. Hence, this is not a significant deficiency for Millstone Unit No. 3.

However, we are concerned that there are other potential generic problems associated with Flakt-Bahnson air hanaling units. We are in the process of evaluating these concerns and will provide you with information as it becomes as ailable. We trust that the above information satisfactorily responds to your Concerns.
