Dear Dr. Murley:

Pursuant to 10 CFR 50.91, the 111 90is Department of Nuclear Safety (IDNS) hereby submits final comments to the proposed license amendment by Commonwealth Edison dealing with surveillance requirements for venting Emergency Core Cooling System discharge lines at Byron and braidwood.

The attached report concludes that the transient analyzed presents safety significant conditions that were not analyzed by the licensee. IDNS recommends, therefore, that NRC consider this analysis in their "no significant hazards" determination.
