On hiay 21,1992, the Fire Detection for the Unit 1 and Unit 2 intake structure was disabled. The smoke detection in the intake structure was disabled to permit work activities to be conducted (welding, cutting, and grinding operations) during the Unit 1 Refueling Outage. Although the detection was restored on June 9,1992, the detectors were inoperable for more than 14 days.
This type of activity typically results in the smoke detection system in the room sensing a " fire" condition and going into alarm. This condition resu:ts in a hanging or continuous elarm at the fire alarm panel in the Control Room (IC24B) and at the single point annunciator on the control boards -
(1C17). While other plant fire alarms will still be received and annunciated on the IC24B panel, they will not be annunciated to the 1C17 panel. As a result, response to other plant fire alarms could bc delayed. The detection system remains inoperable until the work is complete.
i As specified by Technical Specification 3.3.3.7, ACTION Stateraent b, a special report must be issued to the Commission pursuant to Technical Specification 6.9.2 if the detection system is not restored within 14 days.
i EITECT ON UNIT OPEllATION On hiay 21,1992 with Unit I defueled and Unit 2 at 100 percent power, the smoke detection system was disabled in the Unit 1 and Unit 2 intake structure via a Temporary Alteration (CCI-117). The smoke detection in this room is listed in Technical Specification Table 3.3-11 and is addressed by 4
TechnicM Specification 3.3.3.7. In accordance with this Technical Specification 3.3.3.7, ACTION Statement b, an hourly fire watch patrol was established to inspect the fire zone. In addition to the hourly fire watch patrol, a continuous fire watch is required by Calvert Cliffs procedures during welding /cuttiag/ grinding operations in the room.
