New llampshire Yankee (NilY) submitted License Amendment Request 91-10, Decoupling of the Loss of Offsite Power / Safety injection Test From the 24 llour Diesel Geacrator Surveillance Run, to the NRC on March 20,1992 l Reference (b)]
The NRC, in a teleconference, on April 15,1992 stated that the testing perf ormed on the emergency diescl generators did not fully nicet the intent of Regulatory Position C.2.a,(5) of Regulatory tiuidt 1.103, " Periodic Testing of Diesel knerator Units Used as Onsite Iflectrical Power Systems at Nuclear Power Systems". NilY concurred with the NRC position. NilY, in a letter to the NRC dated April 24,1992 lReicrence (c)l, (onfirmed hov diesel generator testing was to be conducted the next time the plant entered MODE 5 and committed to supplement License Amendment Reonest 91-10 to clarify the existing heabrook Station Technical Specification.
Representatives of NilY and the NRC met on May 5 and June 10, 1992 to discuss NHT 's proposal for acceptable alternatives to the present Surveillance Requi*ements. The proposed alternatives, presented in Supplement I to License Amendment Request 91 10 will alleviate the buiden imposed by the current requirements by removing unnecessary outage schedule ; const raints. The current Technical Specification requires that a Loss of Offsite Power / Safety injection (LOP /SI) test be performed within 5 minutes af the diesel generator 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> run of Surveillance Requirement 4.8.LI.2f,7). This LOP /SI surveillance can only be performed near the enu of the eutuge when all of the required enginected aafety teatures (ESP) c<juipment is returned to service. 13y requiring an LOP /SI test near the end of the 3
outage, the outage is extended for a minimum of 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />, for testing of both dicsd generators, Eliminating this extension alleviates the scheduling difficulties and the assor:ated financial burden due to the need to purchase replacement power for the additional period.
The proposed resision to the diesel generator Surveillance Requirements will meet the intent of Regulatory Guide 1.108.

2 Supplement 1 to Liecnse Amendment flequest 91+10 has been reviewed and upptove I by the NilY Station Opetution Review Committee and the Nuclear Safety Audit lle vie w Committee.
