Detroit Edison-letter to NRC, "Radwaste Processing", EF2-71992, dated October 11, 1984.

Subject:

' Revised Process Control Program Reference 2 notified the NRC that the Fermi 2 radwaste

. system would:not be: tested and. functional at time of. fuel

-load.

DetroitiEdison further' indicated in Reference 2 that the,NUS Corporation's portable radwaste system would be used, and the NUS process control programs (PCP) for

. dewatering (ReportLNo. FI-002)-.land solidification (Report No. SS-001) were submitted for review and approval.

NUS has subsequently revised the PCP for solidification.

The revised PCP,- Revision F cf Report No. SS-001, is attached for review and approval.

Changes of note in

' Revision'Ffare contained in Sections 9.3, 9.4 and-9.5.

(Section 9.2~was revised, but since it deals with testing of PWR concentrates is not applicable to Fermi 2.

Similarly, Section-9.6 was modified but'does not require a review at this time since. Edison does not plan to implement any program at present that would handle waste oil.

Edison will

store the~ oil on site until it has completed a study that i'

lwould identify the optimum method for disposal of poten-

.tially radioactive oil.

Edison will notify the NRC when a program is established to' gain NRC approval, as required.)

In addition, an approved Procedure Change Request (PCR)

SS-001/F1, which is-the last page of the attachment,

. modifies pages 31 and 32 of Revision F as indicated in the PCR. 'This change will be incorporated in the PCP itself as part of Revision G in the future.

This commitment has resulted in systems currently superior to that provided by competitors and this superiority is the basis on which system details are withheld from public disclosure.

The' information included in the procedures is not av'ailable through public sources.

Release through public channels of the procedures will substantially harm the competitive position of NUSPSC.

expended.over $750,000 in-salaries and - capital equipment during the last year and-is engaged. in_ a ' capital

. building project - to.make these systems available.

Duplication of _this ef fort by competitors would require

-both similar-capital expenditures and the assembly of a team ' of experts similar to the design team employed by-
