On April 17,1992, Baltimore Gas and Electric Company (BG&E) management representatives met with Nuclear Regulatory Commission (NRC) Region I management to discuss opportunities to improve our Emergency Preparedness Program. - Attachment (1) to this Ictter summarizes the information conveyed at our meeting. Please note that the estimated completion dates for two considerations have been adjusted subsequent to more detailed review. The delay is necessary to incorporate our new Independent Spent Fuel Storage Facility Emergency Action Levels into the Emergency Response Plan Implementing Procedtac revision. Mr. Thomas E. Forgette, Supervisor Emergency Planning Uriit, will work with Region I Emergency Preparedness Section staff to keep you informed of progress on these actions.

RESPONSE TO NRCINSPECTION HEPORT NOS,50-317/92 06 AND 50 318/92 06 CONSil)ERATIONS This Inspection Report identified five considerations needing review. These items were discussed at a management meeting between BG&E and the NRC. The April 17,1992 meeting was held at NRC, Region I offices, King of Prussia, Pennsylvania. BG&E's proposed actions were presented at this meeting and schedules for completing these actions are provided below.
Report consideration:
1.
"Means of assuring proper implementation of new Emergency Response Plan Implementation Procedures (Report Detail 2.1)."
IIG&E Response:
To ensure proper implementation of new Emergency Response Plan Implementation Procedures, a revision has been made to Emergency Planning Unit Standard Operating Procedure (SOP) 5, " Processing ERPIP Revisions / Changes and Tracking ERP Revision Proposals." SOP 5 Revision 6 specifies that formal training will be conducted on new Emergency Response Plan Implementation Procedures.
Action Completion:
SOP 5 Revision 6 was approved on April 15,1992.

July August Conduct of training during Operations training cycle for Interim-Site Emergency Coorumators.

IIG&E Response:
To ensure timely off site notifications of significant changes in plant cotiditions, changes will be made to the Interim-Site Emergency Coordinator procedures. The revised procedures will specify follow-up communication requirements for the Shift Supervisor.

IlG&E Resp <mse:
To enhance the Emergency Planning Unit / Licensed Operator Requalification. Training Unit interface, revisions are being made to respective Unit procedures. Revised procedures wi:' require notifyiug Training of changes to Emergency Respouse Plan Implementation Procedures that affect requalification training.
Conversely, Training will also notify EPU of changes to training materials that deal with emergency response. In this way, each Unit will be aware of the other's activities.
Action Completion:
1.
Emergency Planning Unit SOP-5 Revision 6 was approved on April 15,1992.
2.
Training Instruction (TI)-21C, " Operating Training Unit Program Responsibilities " was changed to provide for Emergeusy Planning Unit review of Licensed Operator Requalification Training simulator exams and exam bank revisions. TI-21C was approved on May 21,1992.
