Dear Sir:
Re arence i submitted Philadelphia Electric Company's (PECo)
Technical Specification Change Request (TSCR) 91-07, " Revision to Surveillance Frequency Definition".
Two of the proposed changes contained in TSCR 91-07 were needed to implement the Surveillance Testing module of PECo's Plant Information Management System (PIMS).
This module will replace the Surveillance Test and Records System (STARS) program currently used for scheduling and documenting surveillance test performance.
The NRC approved TSCR 91-07 (Reference 2) by amendments 166 and 170 to the Peach Bottom Atomic Power Station (PBAPS)
Operating Licenses, with the understanding that they would become effective upon successful implementation of the Surveillance Testing module, originally scheduled for May 31, 1992.
PECO requested this effective date to allow time to develop and implement an appropriate training program for the module.

In Reference 2, the NRC requested notification in writing if the requested implementation date would not be met.
This letter ts to inform you that we will not have the Surveillance Testing module fully implemented by May 31, 1992, because of unforeseen delays in developing and conducting the necessary training program.
Ia addition, there have been delays in imolementing software changes in the Surveillance Testing module, (i.e. report generation, and data transfers from STARS) due to PIMS system problems that occurred in March 1992.
The system problems have been identified and are currently in the process of being resolved.

Due to the luportance of surveillance testing and our desire to implement a high quality program, we have decided to revise our implementation schedule.
The revised schedule calls for training to be completed and parallel operation with STARS to begin by July 15, 1992, with full implementation of the Surveillance Testing module expected by September 30, 1992.
We will keep the NRC informed, through the PBAPS Senior Resident Inspector, of our progress and any schedule changes during the implementation process.
We will inform the NRC staff when full implementation has been achieved and at that time will request amendments 166 and 170 be placed into effect.
