Dear Mr. Denton:
The purpose of this letter is to request NRC approval of Kansas Gas and Diectric Company's (KG&E) plan for testing the Wolf Creek process radiation monitoring system.
Preoperational test SU3-SP01, " Process Radiation Monitoring System Pre-operational Test", demonstrates the operation of the Wolf Creek process radiation monitors. The abstract for this test is in the SNUPPS FSAR Section 14.2.12.1.86.
KG&E has determined that all of the process radiati.on monitors need not be tested prior to fuel load. By performing some of the testing during initial core load and the period of time prior to initial criticality, a significant schedule advantage can be attained without jeopardizing the safe operaticn of the plant or the health and safety of the public.
Test SU3-SP01 includes 39 monitors which are listed on the attached Tables 1 and 2.
Table 1 lists those monitors for which the preoperational test will be performed prior to fuel load. Surveillance tests will be completed as required by Technical Specifications. After the monitors listed on Table 1 have been tested, test results will be reviewed. Testing the monitors listed on Table 2 will continue and will be completed prior to initial criticality. Since all the monitors listed on the attached tables are supplied by the same vendor, any generic problems will likely be discovered during the pre-fuel load testing. In addition, prior to initial criticality, the monitors listed on Table 2 will not be serving any meaningful purpose.
It is requested that the NRC provide approval of KG&E's plan for testing the process radiation monitoring system.
