DOCKET NOS. 50-266 AND 50-301 EMERGENCY POWER SUPPLY FOR TECHNICAL SUPPORT CENTER POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Item SA of the NRC's Con" catory Order dated July 3,1984, committed Wisconsin Electric Power cnpany to have a permanent emergency power supply available to the Poin* 7-ach Nuclear Plant Technical Support Center by December 1984. This cor. toed the schedule for completion of this item which we had provided to
- c Commission in our previous TMI upgrade correspondence.
Our design for an emergen.j power supply to the Technical Support Center, utilizing the 288 UA Diesel generator normally associated with the backup power supply to the gas turbine, was completed this summer.
This included an automatic bus trar,sfer (ABT) y to complete this installation.
Proposals were sent out for equipnent necessar switch. A bid dated August 24, 1984, from Souare D Compan, for an ABT switch was accepted, and a purchase order for the ABT switch was signej on October 2, 1984.
The vendor bid had specified an eight to ten week delivery from the date of the order. Accordingly, we anticipated delivery of the ABT switch by December 10, 1984. With an estimated installation schedule of approximately ten days (including two weekends for Technical Support Center outages required for installation and testing), we anticipated no difficulties in satisfying the December 1984 completion date of the July 3 Confirmatory Order.
On December 6,1984, we were contacted by the vendor and advised that the scheduled shipping date would be delayed to January 5, 1985. The vendor stated that the delay in their promised delivery date was due to their not having the ABT switch in stock as quoted and thus having to build the ABT switch.

. sensitive nature of this order and asked if there was anything that could be done to expedite delivery in order to meet our regulatory obligation.
On_ December 10, 1984, we again discussed expedited delivery with the vendor.
- The vendor stated that the earliest that the ABT switch would be ready for shipment would be December 21, 1984, with a delivery date of December 22, 1984. We will attempt to schedule contractor, supervisory, quality control, and engineering personnel to achieve installation as soon as practicable after delivery. However, because of the holiday work schedule, the week of January 7,1985, will be the first five-day work week after the anticipated delivery. We cannot assure installation and testing will be completed until the second weekend after January 7,1985.
Accordingly, we hereby notif/ you that we will be unable to complete Item 5A of the July 3 Confirmatory Order by the December 1984 schedule
-indicated. As stated above, we anticipate that emergency power can be provided within two weeks after receipt of the ABT switch. We, therefore, request that Item SA be changed to indicate completion by January 21, 1985, or two weeks after receipt at the Point Beach Nuclear Plant of the necessary ABT switch.
