Enclosed is Revision 28 to Issue 4 of the Beaver Valley Power Station (BVPS)

Physical Security Plan (PSP)(Base Plan). These changes are being submitted utilizing the criteria described in NRC Generic Letter 95-08. Revision 28 changes include the following:

1.

Revised the " Introduction" to the Base Plan to outline the recent changes to the perceived design basis threat of" Radiological Sabotage." This reflects the current language and issues listed in 10 CFR 73.1(a).

(Plan changes made to fully implement 10 CFR 73.55(c) will be included in a subsequent PSP revision to be submitted within 60 days.)

2.

Minor corrections were made to the Physical Security Plan wording regarding implementation of 10 CFR 50.54(x) and (y).

3.

Deleted a redundant listing of the minimum manning for the Response Force.

Minimum manning levels are unchanged; only the duplicate listing of information was eliminated.

4.

Deleted a requirement to organize the security force into three shifts. Shifts may be assigned as needed to support Security Operations.

5.

Deleted a brief (and redundant) description of the minimum quali6 cations for security force personnel from the Base Plan. A comprehensive description of the minimum qualifications for security force personnel is contained within the Training & Quali0 cations Plan (TQP) of the Physical Security Plan.

Minor administrative and/or editorial changes of a non-intent nature were made to the Base Plan.

These changes have been reviewed and judged not to decrease the safeguards effectiveness of the BVPS Physical Security Plan. Accordingly, this revision is being submitted in accordance with 10 CFR 50.54(p)(2).

The enclosed materials are considered proprietary under the provision of 10 CFR 2.790(d), and Safeguards Information under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
