Docket 50-305 Operating License DPR-43 Kewaunee Nuclear Power Plant License Renewal-Comments on Proposed 10 CFR 51 Rulemaking. Generic Environmental Imnact Statement Wisconsin Public Service Corporation, operators of the Kewaunee Nuclear Power Plant, endorses the NUMARC comments of March 13,1992 on the subject proposed rulemaking. In particular, please note those comments relative to the continued rights of states to regulate utilities based on state-level economic objectives, energy needs, and mix of generation -

requirements. These issues have been, and will continue to be, most efficiently treated through existing local, state, and regional regulatory bodies and associations for the benefit of the general public. Wisconsin Public Service strongly supports incorporation of wording into Section 51.95(c) that socio-economic questions such as "the need for additional generating capacity, the type of generating facilities to be licensed, land use, rulemaking, and the like" be reserved for the states as stated by the Supreme Court and referenced in the NUMARC comment lettLr.
