UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-244 ROCHESTER GAS AND ELECTRIC CORPORATION NOTICE OF ISSUANCE OF A FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Facility Operating License No. DPR-18 to Rochester Gas and Electric Corporation (the licensee) authorizing operation of the R. E. Ginna Nuclear Porr Plant at steady-state reactor core power levels not in excess of 1520 megawatts (thermal) in accordance with the provisions of the license and the Technical Specifications. The R. E. Ginna Nuclear Power Plant is a pressurized water reactor located in Wayne County, New York.
The R. E. Ginna Nuclear Power Plant has operated since September 19, 1969 under Provisional Operating License No. DPR-18.
Facility Operatinn License No. DPR-18 supersedes Provisional Operating License No. DPR-18 in its entirety.
Notice of Consideration of Conversion of Provisional Operating License to a full-term operating license was published in the Federal Register on December 8,1972 (37 FR 2614A) and December 9, 1983 (48 FR 55222). The full-termoperatinglicensewasnotissuedpreviously,pendingcompletionof proceedings before the Atomic Safety and Licensino Board and the Systematic Evaluation Program for Ginra. On August 30, 1984, subsequent to the withdrawal of the sole intervenor, the LicenSo Board dismissed the proceeding Lefore it. 1973. A Notice of availability of the FES was published in the Federal Register on December 19, 1973 (38 FR 3a830). An environmental evaluation of the Final Environmental Statement was issued on June 17, 1983 [ notice of which was published in the Federal Register on.1une 28, 1983 (48 FR 29764)).
l The application for the full-term operating license complies with the standards and requirements of the Atomic Energy Act of 1954 as amended (the C
Act) and the Comission's regulations.
The Comission has made appropriate findings as required by the Act and the Commission's regulations in 10 CFR Chapter I, which are set forth in the license.
i The Comission has determined that the issuance of this license will not result in any environmental impacts other than those evaluated in the Final Envirnnnental Statement since the activity authorized by the license is encompassed by the overall action evaluated in the Final Environmental Statement.
The license is effective as of its date of issuance and shall exoire on April 25, 2006.
