TVA letter to NRC dated February 9,1996,"Sequoyah Nuclear Plant (SON) - Special Report On Steam Generator (SG) Activities Completed During The Unit 1 Cycle 7 Refueling Outage" On February 1,1996, TVA met with NRC to discuss NRC questions regarding the TS amendment provided in Reference 1 above. This meeting concluded with a need to docket formal responses to the following items:
Item 1: Request: Relative to Enclosure 2, page 5, of Reference 1, TVA based its crack growth calculations on Electric Power Research Institute (EPRI) Report TR-100407. This report is two years old; therefore, the crack growth data is not up-to-date. TVA must submit current data for the staff to assess the proposed crack growth rate.
Response: Enclosure 2 contains a copy of "EPRI ARC Database for 3/4-inch and 7/8-inch Diameter Tubes and Updated ARC Correlation for 7/8-inch Diameter Tubes" (Proprietary). Enclosure 3 contains a copy of "EPRI ARC

..." Discuss any testing performed to support this conclusion.
I Response: Information contained within Reference 2 provides the necessary data and discussion to support the conclusion stated above. The relevant portion of this information is supplied in Enclosure 4, for your convenience.
Item 3: Request: Relative to Enclosure 5, page 2, Item 3.c.2 of Reference 1, NRC is reviewing the industry reports on probe variability and probe wear, submitted on January 23,1996. This issue is still open. Our goal would be to resolve these issues and request that a permanent TS amendment for Unit 2 be submitted.
Response: Enclosure 5, Item 3.c.2 of Reference 1 is hereby revised to read:
"TVA will comply with probe variability as defined in the NEl letter to NRC dated January 23,1996,'New Probe Variability For Use In The ODSCC Alternate Repair Criteria.'" It is recognized that the above NEl letters do not address " nominal voltage response" and " testing at mixed frequencies."
These items are being addressed by the nuclear industry and will be factored into the TVA APC program upon resolution,
,, item 3.c.3 of Reference 1 is hereby revised to read: "TVA will comply with probe wear as defined in NEl letter to NRC dated February 23, 1996,' Eddy Current Probe Replacement Criteria for Use in ODSCC Alternate Repair Criteria (Project No. 689),' and NEl letter to NRC dated January 23, 1996,' Eddy Current Probe Replacement Criteria for Use in ODSCC Alternate Repair Criteria.'"
Upon final resolution of the probe variability issue, TVA plans to submit a license amendment request for Units 1 and 2 to allow implementation of APC on a noncycle specific basis.
Since Enclosure 2 contains information proprietary to Westinghouse Electric Corporation, Enclosure 1 contains the application for withholding and affidavit CAW-96-934 signed by Westinghouse, the owner of the information, as well as the proprietary information notice and copyright notice. The application for withholding i
and the affidavit set forth the basis on which the information may be withheld from l
public disclosure by NRC and addresses with specificity the considerations listed in Paragraph (b)(4) of Section 2.790 of the NRC regulations.
Accordingly, it is respectfully requested that information that is proprietary to I
Westinghouse be withheld from public disclosure in accordance with 10 CFR, Section 2.790, of the NRC regulations.

Proprietary Information Notice Transmitted herewith are proprietary and/or non-proprietary versions of documents furnished to the NRC in connection with requests for generic and/or plant-specific review and approval.
In order to conform to the requirements of 10 CFR 2.790 of the Commission's regulations concerning the protection of proprietary information so submitted to the NRC, the information which is proprietary in the proprietary versions is contained within brackets, and where the proprietary information has been deleted in the non-proprietary versions, only the brackets remain (the information that was contained within the brackets in the proprietary versions having been deleted).
The justification for claiming the information so designated as proprietary is indicated in both versions by means of lower case letters (a) through (f) contained within parentheses located as a superscript immediately following the brackets enclosing each item of information being identified as proprietary or in the margin opposite such information. These lower case letters refer to the types of information Westinghouse customarily holds in confidence identified in Sections (4)(ii)(a) through (4)(ii)(f) of the affidavit accompanying this transmittal pursuant to 10 CFR 2.790(b)(1).
