Dear Mr. Johnson:

The enclosed document is Rochester Gas and Electric Corporation's revised Summary Description of measures to comply with the amended 10 CFR 73, " Physical Protection of Plants and Materials."

It is submitted in accordance with 10 CFR 73.55(c) (9).

This document provides a description of the vehicle control measures for the R. E. Ginna Nuclear Power Plant as implemented on this date and establishes that these measures provide adequate protection against the design basis explosion and meets the design goals and criteria specified by the rule.

It should be noted that a portion of the concrete jersey barrier-system (identified on the attached sketch) will not be in its design configuration until completion of the ongoing steam generator replacement (SGR) project.

'Spe'cifically, the barriers will not be anchored into the pavement.

This will facilitate their removal which is required several times between March 1 and June 1, 1996 to support SGR activities.

The temporary condition has been evaluated and found to comply with the overall design goals of the rule in that vehicle penetration into the safe standoff zone is prevented.

4 Finally, full implementation of the rule requires that a program for barrier inspection and maintenance be established.

Vehicle barrier observation, inspection and maintenance requirements including periodicity and compensatory measures will be incorporated into the security plan within 60 days of rule implementation in accordance with 10 CFR 50.54(p).
