e-WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PROJECIS No. 3 & 5 CONTRACT No. 3240-18 NOTICE TO BIDDERS The Washington Public Power Supply System invites bids on the following described work in support of construction of Nuclear Projects WNP-3 and 5 to be built in Grays Harbor County, State of Washington.
Contract No. 3240-18 HVAC Packaged Air Cleaning Units Work generally consists of the engineering, design, manufacture,
. shop testing, preparation for shipment, delivery, and technical direction of installation of the HVAC Packaged Air Cleaning Units.
Bidding Documents and Plans and Specifications may be ==f ned at the office of the Owner, 3000 George Washington Way, Richland, Washington, or at the WPPSS Project Office, Ebasco Services Incorporated, Two Ractor Street, New York, New York 10006. Sets of Bidding Documents.
and Plans and Specifications can be obtained from Ebasco Services Incorporated at the above address for a plan fee (notrefundable) of
$30.00 each.
Each bid shall be accompanied by a bid bond or certified or cashier's check as a bid deposit in an amount not less than five percent (5%) of the total amount of the bid.
All bids must be sealed and filed with Owner at 3000 George Washington Way, Richland, Washington 99352, at or before 10:00 a m local time on Nov. 16, 1977 , at which time and place the bids will be publicly opened and read.
Owner reserves the right to reject any and all bie's acd to waive irregularities or informalities therein. Each bid shall b: aunmitted only on the prescribed forms and bound as a complete proposal.

.01 Quality-Assurance Requirements for VPPSS Quality Class ItEquipment .- i a - The' Quality Assurance requirements for:the Quality Class I ,

Equipment and activities.shall be in accordance with applicable- .
- - portions of Ebasco Specification 860W,' entitled " Contractor Quality Assurance Requirements."
b .- Contractor shall submit a controlled copy of his Quality Assurance Program- to Engineer for- review and cone.ent, in accordance with
.the Submittal Procedures in Section IB and the schedule in Section 2A.
c - Prior to fabrication, Contractor shall submit detailed Quality; Assurance procedures for review and cocnents by Engineer,-in accordance with the Technical Submittal Procedure in Section 1B, and the schedule containea in this Technical.Section. .
The fol' lowing prdcedures shall be among those submitted:
1 - Welding procedures 11 - Welder and procedure qualification ' test reports 111 - Nondestructive testing procedures and personnel qualifications in accordance with ASNT-TC-1A iv - Packaging, preservation, handling, storage and' shipping procedures.
v - Shop test procedures
- d - Contractor shall also submit an inspection and ' test plan describ-ing planned inspection and/or tests. The furnishing of such a plan is used fo'r determing inspection points which Engineer will-desire to witness. Engineer will advise Contractor as to inspec-tion and test points ic will _ witness. Contractor shall not pro-ceed beyond these points until witnessed by Engineer.' Engineer reserves the right 'to waive witnessing of the above, e - Documentation .
Contractor shall submit two (2) sets of complete : documentation package, one set to be sent to the site prior to shipment and the other to be enclosed with each shipment. This documentation pack-age shall include, but not be limited to:

T iii - Nonconformance reports which have been submitted to Engineer with disposition indicated.
iv - Manufacturing certificate of conformance including original signed by an authorized representative stating that.the supplied item conforms to all contractual requirements.
v - Certificate of compliance with seismic requirements. This certification shall identify the equipment involved by serial or part number and shall reference seismic criteria, vi - A signed copy of the " Release for Shipment" form, with the equip =ent, which will be provided to the Contractor by the Engineer's Vendor Quality Assurance Representative.
vii - Certification- that Contractor has complied with Engineer approved program for cospliance to IEEE 323-1974 viii - Docu=entation required by code.
ix - All QA records shall be traceable to the equipment, commodity and hardware. An "a s-built" sketch or listing of material .
within the ' item, shall be provided to per=it traceability to the mill test report, shall be submitted, f - Review Prior to Submittal -
. Documents and procedures submitted by Contractor shall have been reviewed and approved by the Contractor to assure conformance to the contract requirements, g - One set of radiographic film and corresponding interpreter infor-cation shall be submitted to Engineer's Nondestructive Examination Section (New York) for review and dispositicn. Upon completion of review, film will be returned to Contractor for proper storage.
Radiographic films shall be approved by Engineer prior to the shipment of the equipment to the site.
.02 Quality Assurance Recuirements for WPPSS Ouality Class II Eculoment a - The Quality Assurance requirements for the Quality Class II activities and equipment shall be in accordance with the Contrac-tor's Quality Control Program.

't Contractor shall submit a fist of all records and stipulate those records being retained.
Quality Assurance records shall provide sufficient information to identify the records and the item or activity to which they apply.
Quality Assurance records shall not be altered, changed, modified or corrected without proper justification. The correction or change shall include the date and identification of the person' authorized to make change or correction.
The Owner or its representative shall be afforded the opportunity to acquire possession of any Quality Assurance records generated and are necessary for adequate traceability.
g - Review Prior to Submittal Documents and procedures submitted' by the Contractor shall have been reviewed and approved by the Contractor to assure confor ance to the contract requirements.
.03 Soecial Conditions - WPPSS QC-I Nonconformance Recuirements a - Scope This section pertains to those activities affecting the quality of structures, systems or components associated with WPPSS Nuclear Project No. 3/5 and presents the requirements that shall be follow-ed by Vendors and Contractors of WNP-3&5'prepurchased Quality Class 1 Equipment. ,
