~A Geo' rgia Power Company Quality Assurance Audit designed to verify our compliance with the subject regulations ' was conducted .in April of this year and the audit findings questioned our interpretation of position _6 ofc Regulatory Guide 1.58 pertaining to the education

- and experience requirements for . certification .of inspectors. At the time of ' the audit, .it ' was our position that our project inspector and training certification program met the full intent of -Regulatory Guide 1.58, Revision' 1, and was in full compliance with ' ANSI N45.2.6 -

- and, further,' our inspectors have met appropriate experience require-

.ments and' have been L and continue to be properly observed, trained,-

and . rigorously- tested per ANSI N45.2.6 prior to certification and actual work performance.

In ~ response to the subject audit, a: review of the training records of the inspectors who have worked at Plant Vogtle since June,1983, have been reviewed and we have identified nine (9) of the approximately 450 Georgia Power Company land /or contractor inspectors who do- not have a- High School or -General Education Development (GED) diploma

. equivalent. In addition, we have not been able to confirm, at this time, the educational backgrounds of- nine (9) inspectors .who are no

longer employed at : Plant Vogtle. Additonally, we have again reviewed L

Pags Two the training and certification of our project program which includes basic mathematics, reading and interpretation of inspection and test data, and training in documentation of inspection and test results and have confirmed that this program meets .its intended purpose and further meets the requirements of the applicable ANSI standards.

To 'further ensure strict compliance with the subject Regulatory

' Guides and Standards, we now require that all new inspectors meet the high school educational requirement or have a GED diploma equivalent. Additionally, we are requiring the nine (9) existing inspectors to earn a GED diploma by January 1, 1985, and seven of the nine identified have recently obtained a GED diploma equivalent.

The results of the efforts of the two remaining inspectors will be reported to the NRC when available.

Efforts are continuing to confirm the educational backgrounds of the nine inspectors who are no longer employed on the Vogtle Project.

The results of these efforts will be forwarded to the NRC when available.

In summary, due to a misinterpretation of the requirements of position 6 of Regulatory Guide 1.58, Revision 1, we have, since June, 1983, allowed certification of a limited number of inspection personnel without verification of a High School diploma or_ a GED diploma equiva-lent; however, all of the subject inspectors were observed, trained, had appropriate experience and passed rigorous testing as required by ANSI N45.2.6 prior to certification and assignment.
